The FY 2019 CoC Program Competition NOFA is now open!
The Northeast Minnesota Continuum of Care (Aitkin, Carlton, Cook, Itasca, Koochiching, and Lake Counties) is seeking project applicants for FY 2019 funding via the U.S. Department of Housing and Urban Development (HUD) Continuum of Care Program competition. HUD released its Notice of Funding Availability (NOFA) for FY2019 Continuum of Care Program Competition (FR-600-N-25) on July 03, 2019.
The Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.
Nationwide, funding of up to $2.3 billion is available through the HUD CoC Program NOFA, including up to $50 million for Domestic Violence (DV) bonus projects. Per HUD guidelines, the Northeast CoC is eligible to apply for $447,383 for existing renewal projects and new projects created through reallocation. This amount is called the CoC’s Annual Renewal Demand (ARD). The CoC is also eligible to apply for approximately $13,421 for CoC planning, $22,369 in CoC bonus funds for new projects to serve any eligible population, and approximately $50,000 in bonus funding specifically to serve survivors of domestic violence, dating violence, sexual assault, or stalking that are defined as homeless under 24 CFR578.3.

IMPORTANT DATES & DEADLINES FOR PROJECT APPLICANTS:
- July 26, 2019: Renewal and New Project Applicants: Intent to Apply and Threshold forms due to CoC via email by 5:00pm to clundquist@live.com (Cara Lundquist, CoC Co-Coordinator).
- August 8, 2019: NE CoC Governing Board Meeting @ IRRRB in Eveleth, MN (10:00am – 12:00pm). Reminder: All CoC meetings are open to the public.
- August 9, 2019: Project Applicant LAB for NE and SLC CoC’s (Work on Applications) from 9:00am - 12:30pm at the St. Louis County Government Services Center in Duluth, MN. Project Applicants should begin their application draft prior to this lab.
- August 16, 2019: Project applications must be submitted in E-snaps and a pdf copy sent via email to Cara Lundquist (clundquist@live.com)
- August 16, 2019: Project applications supplemental documents must be submitted via email to Cara Lundquist (clundquist@live.com)
- August 27, 2019: Ranking & Review Committee meets to review and rank project applications.
- September 5, 2019: Project Applicants notified in writing by the Review and Ranking Committee if their project was reduced or rejected OR accepted and ranked on the Priority Listing.
- September 9, 2019: Appeals due to Ranking & Review Committee
- September 9, 2019: Project Applicants submit final applications in E-snaps.
