NE CoC Local Program Competition (NOFO)
The Northeast Minnesota Continuum of Care (NE CoC) is now accepting Intent to Apply forms for renewal projects for the 2024 Annual Program Competition. See section below for more information.
A call for NEW projects created through reallocation, CoC bonus, and/or DV bonus funding will be posted in early summer, pending HUD's release of the 2024 CoC Notice of Funding Opportunity. If you are interested in applying for a NEW project in 2024, please contact Cara Oakland (NE CoC Co-Coordinator) for more information and to join the NE CoC email list. CoC staff are available to meet with you to discuss your project ideas and to provide more information about the CoC Program Competition.

The NE CoC NOFO project application process:
Step 1: Intent to Apply
- Agencies interested in applying must submit an Intent to Apply Form.
- All required documents must be submitted to the CoC via email to [email protected] OR via online form by the identified deadlines.
- Organizations are notified via email if their project meets the minimum threshold requirements to complete a full project application.
Step 2: Project Application
- New and renewal projects who are invited to complete a full application will be asked to submit their project application and supplemental documents to the CoC via email to [email protected].
- The application timeline and materials will be available on the NE CoC NOFO page.
- Projects will be scored and ranked by the CoC Ranking & Review Committee based on scoring and ranking criteria that was approved by the CoC Board.
- The CoC Board will vote to approve the CoC Ranking & Review Committee's recommended project priority listing.
CoC Program Competition: Call for Renewal Project Applications

The Northeast Minnesota Continuum of Care (NE CoC) is now accepting applications for renewal projects. Application materials and information about project scoring and ranking are posted below.
All renewal local project applications must be submitted via email to Cara Oakland, NE CoC Co-Coordinator ([email protected]) no later than 11:59pm on June 7, 2024.
Renewal projects selected to be included in the project listing must also complete an ESNAPS application for the National Competition and submit a PDF copy to the CoC by the identified deadline (released after HUD announces the NOFO). Your final ESNAPS application must be submitted in ESNAPS with any necessary corrections by the deadline. Updates on the ESNAPS deadlines will be posted to this webpage and emailed to applicants.
CoC Program Competition Information Webinar:
The NE CoC will host a webinar from 2:00pm - 3:00pm on Monday, May 20, 2024. This webinar will provide an overview of the CoC Program Competition and application process for renewal applicants. Please contact Cara for the link to join. Webinar materials will be posted to this page after the event.
